Does A.P. govt's decision violate article16(3) of the constitution?

Recently, A.P govt announced 75% quota for local youth in all jobs. But article 16(3) of the constitution allows only Parliament to prescribe place of residence in employment. I am confused, Please help. Is something wrong in my interpretation?

Defendants are ex parte. No WS allowed by Judge. Now plaintiff filed application for O6R17. Does it entitle the defendants to file WS on the strength of amended plaint?
