Should the GoI change tag of 'Unreseved' into ' General' and make that amount of seats only for non reserved Categories

We have 3 different Caste category along with Unreserved. The govt can change the Unreserved into General and allow all Castes not within reservation to get seats/ jobs exclusively, not allowing other categories from it!
