Does A.P. govt's decision violate article16(3) of the constitution?

Recently, A.P govt announced 75% quota for local youth in all jobs. But article 16(3) of the constitution allows only Parliament to prescribe place of residence in employment. I am confused, Please help. Is something wrong in my interpretation?
