How is the 2nd part of the Goa Hindu Bigamy Act constitutional?

According to the 2nd part of the Goa Hindu Bigamy Act, Hindu men have the right to bigamy if the wife fails to deliver a male child by the age of 30. How is this law constitutional since the gender of the child depends entirely on the father?

Will the new set of traffic rules increase corruption? Did the government take any precautionary measures?

Even when the traffic violation fines were minimal, citizens would negotiate with the police out of it in some not so legal way. So what does this humongous amount of fines mean? Will it not serve as a major land for corruption?
