Average writing speed is around 2500 words in 3 hours and in UPSC-CSE one has to write approximately 4000 words in the same time and in the same time thinking , framing and organising. How is it going to be practically possible?

I parked my car on the road, when the police vehicle came, I moved my car and parked it properly. After that I got out of my car and took a call. Then the police officer came and told me that he's booking a petty case against me as I didn't leave.
