Can investigation done in case U/s 498a, 34, 406 IPC be just copy paste from FIR, without doing actual investigation?

What IO did is he just simply copy paste entire things from fir and in the last mentioned that he met husband and his family, issued 41a notice, pabandi nama, Interrogation sheet. There is nothing written that he found allegations true.

Can any changes be made in the charge sheet once it has already been filed with magistrate?

Is there any that PP or IO can make any kind of changes in CS filed with magistrate. As per the list of documents attached with cs there is no bills and mlc.

There is no evidence attached with cs still IO put all family members name in final report how it is possible without having a single evidence how he can put all family members in the final report u/s 498a, 406,34
