Why the courts ask the complainant to give 'arguments' for issue of process, after examining them u/s 200CrPC?

There is no provision in CrPC of giving arguments by the complainant to satisfy the court the some punishable offence has been committed. From the examination of the complainant and witnesses, the court has to arrive at the decision.
